Genshin villains are lacking which is why so many people are disappointed by the Fatui

The villains we get feel like obstacles, with the real crisis usually being some kind of disaster.

Fatui Harbingers seemed like they could be good villains, but most of them unded up friendly. Even Dottore who has to work overtime to compensate for the other Harbingers isn't that great.

Because this isn't a story about hero versus villains. There are no truly good characters or organisations, nor are there any truly evil ones (Dottore and Rhinedottir are close, though). The only true enemy is the abyss, which is a non-entity.

Which makes for a much more interesting story, imo

what do you mean by "good villains" here? the one that kills you? that's not a villain, that's a monster.

Solid motivation, competent, primary driver of the conflict, interesting dynamics with the heroes, opposes them on an ideological level, layered characterization, etc.

The Fatui was never supposed to be a group of villains. The group itself never had the intention of going against anyone or anything besides the current power that govern the world.
