Obviously in multiplayer levels each person gets a limited number of characters just like co-op now. I'm sure in single-player modes you can have a full team of 4.

This screenshot shows co-op with only 2 players, but they do not have 2 characters each like in normal co-op. I won't believe it till I see it

It's likely the number of characters per player can be modified by the creators based on their map.
