People have been trying to cope but the Manakin and Manakina count as two characters for the 17 yearly characters. They have coresponding character id's in the game files for released characters and have thier own kits. It also matches with Hoyo's release schedule for this version. People have been debating this for months but now with this teaser we can see its true.

Manekin has only one kit just like you don't count Aether and Lumine Kit separately. Beside this year we're not getting a new kit for the MC so i'm pretty sure Manekin/Manekina took the place of our annual MC kit (which never counted toward the 17 characters).

This one has 6. That means we still should have two characters left. I suspect one of them will be Natlan character given that we have Mare Jivari to partially dealt with and there is also no resolution regarding Pyro Gnosis.
Copium here but given that Princess Cimest and Faurobert didn't appeared during Nod-Krai festival cause they were busy with something and that they are parallel of Mavuika and Capitano, I suspect they will be involved.

These are most likely new characters from Snezhnaya or Upcoming characters for Mondstat's Dorman Port release. Most likely one of the other 3 is a dendro character because until Mondstat is the only nation which doesn't have it's own dendro character.

Each major version has a fixed roster of 17 characters. Now, we have Lauma, Aino, Flins, Nefer, Durin, Jahoda, Columbina, Zibai, and Illuga. If you also count the 5+1 characters on the silhouettes, that brings the total number to 15. Which means, in theory, there are still 2 characters they’re keeping hidden.
