It's less of a swap and more of an "other piece" type thing. Like imagine base Lumine with new Aether paired up/new Lumine with base Aether.

It is. It was confirmed in one of the Fontaine world quests. I can't remember exactly the name, but it had to do with Mary Ann.

They swapped pretty much everything. Their base outfits have somewhat different styles and patterns and skins seems to be using style of the other sibling.
Aether skin chest has symbol from lumine belly, Lumine skin chest has symbol from Aether chest, her skin thigs have pattern from Aether knees etc.

My headcanon is that they just have matching outfits but couldn't properly sync because tthings were going to sh*t.
