If you don't use her in the context of a Lunar-damage team you're missing out on most of her kit. She is just one off-field hydro applicator amongst many others. Xingqiu is a 4 stars and Lantern Rite is right around the corner. Pulling Columbina for hydro application in an Arle team is like buying a Ferrari to commute to your office job that's 10min away in rush hour.

That is just not true. Columbina is BiS for almost the whole Geo element. Especially Navia.

Sure, if you really love Navia so much that you're willing to spend up to 180 wishes for a tiny upgrade. But generally, columbina is a waste if you don't have lunar characters. Either way, op is asking about Arlecchino.

For Arle? Not really. You could do the Columbina+Ineffa wheelchair but you might as well just take a free copy of Xingqiu in the Lantern Rite for her.
