If that was the case, then it wouldn't be an unlock after years of story. It would be an instant unlock (as well as the mandatory and only skin on the CN server). Not to mention the fact that Lumine would've simply been thrown in the batch of censorship skins when Mona, Rosaria, Amber and Jean got theirs.
