4 star and 5 star character skins, and I was meaning cutscenes from Archon Quests, Story Quests and Events (like Lantern Rite and the Summer Event, because those usually feature cutscenes unlike the other events.)

Ut depends innthe curscene if the even/cutscene is related to the skin then the characters appear wearing them

There was no skin to be applied yet. During cutscenes you are switched to travel and they don't have a skin yet. The skins for other character can be used in cutscene, but it's not determined by what skin you use on that character but rather on the quest and scene itself. Eg. If let say some character need to do some investigation during some ball they might wear a nice dress instead of what they usually wear.

The fancy cutscenes are pre-rendered so they won't take into account what skin you have assigned to your character. They'll be whatever the story says the character is wearing.
