I have a feeling that they may be slowly transitioning Paimon into the MW mascot as the story comes to an end.

Since Milliastra was introduced to keep the game from ending service and Paimon is the game’s mascot, this seems logical, although it’s still possible that this isn’t the case.

Original roadmap didn't really end at that point. Initially yes, but as the game expanded they can easily have new stuff. Just for example, they can have a patch cycle that adds new sub regions to each nation and do something special where we visit the nation for an aq and resolve stuff that becomes important later on.
