If you like Columbina, then yes, you could pull her and make a team of Neuvi, Columbina, Lauma, idk. No Kuki sucks, maybe Xiangling Burgeon trigger? Columbina will also be good for Flins since he doesn't have great options.
But, I believe Ineffa will actually be a better pull overall. She'll make a strong Neuvi LC or HB team, and be better for Flins if you can only afford one of the two. And since this is Ineffa's first rerun vs Columbina (archon)'s release, Columbina is basically guaranteed to return a lot sooner, while Ineffa might be gone for a long while.
Otherwise;
* Diluc, Bennett, Xianyun, Rosaria/Kaeya or Xingqiu for Plunge Melt/Vape
* Lauma, Nahida, Xingqiu, Xiangling Burgeon or on-field EM build Lisa/Keqing/Razor/C6 Dori for Hyperbloom
* Flins, Sucrose, Aino, Kujou Sara maybe?
* Chasca, Chevreuse, Xiangling, Lisa/Kujou Sara? (just as an ATK buffer)
* Chasca, Xiangling/Bennett, Barbara, any Cryo or Electro tbh
* Klee, Sucrose, Bennett, Xiangling
Definitely missing a few key Electro units, like Kuki for HB teams and Fischl for Overload. Another reason why I think Ineffa will make more teams for you than Columbina

Whether you should pull for Columbina or ineffa will depend on what you want for nod Krai teams.
Lauma + columbina make a very strong core that could be improved by pulling for nefer, but still being very strong without her. You’ll also have a decent flins team with a lot of room to improve with a future ineffa pull
On the other hand, for flins instead of lauma, ineffa will be a bigger upgrade for him, but your lauma team won’t really benefit at all
Honestly you kinda want both columbina and ineffa though if you want to play flins. If you want a flins team then pull ineffa first since columbina will be more likely to get a rerun sooner.
In any case columbina is not a replacement for furina. Furina functions way better in non-lunar teams whereas columbina is (mostly) a lunar reaction support/off fielder
