I believe, Zhongli is the Easy Mode button. His shield remains the only one with 100% uptime and near-invincibility.
People argue that you can't deal damage if you're being knocked back or killed, making him the ultimate insurance policy for casual and hardcore players alike.

Then any good shield is fine to me
You good shield? You on my team
Ive never seen anyone argue that Zhongli is bad. The argument has always been he will always remain to be a DPS loss if you opt to slot him in because the only thing he does well is keep you alive.
Sadly, keeping you alive isn't the goal of end game modes but clearing within a specific time frame. In which case he remains to be a subpar character for both newer and older players.
New players struggle to even meet the DPS requirements let alone slot in a character who offers no damage. You can easily see this when Yelan was first released. A lot of players easily jumped ship from using XQ into yelan. Barring the obvious waifu, XQ offers a lot of defensive capabilities while Yelan offers more offensive power. Lo and behold, newer players cleared end game modes easier because if the enemy is dead, they don't do damage.
Older players, are practically in the same boat. When you've amassed a big enough roster, which team exactly would want zhongli?
Calling him an easy button isn't necessarily true because he comes with a lot of caveats in exchange for his shield. You can easily think of him as a fully functional Qiqi. Qiqi's falloff was because she only healed while also having ER problems.
You dont need an insurance policy in Genshin especially when the tradeoff is slotting in Zhongli into a non BiS team.
Imagine an endgame mode that doesn't have a time limit. Any account with zhongli and enough knowledge to do inst-kill or invulnerable mechanics can just cheese the content by taking their own sweet time to slowly chip away at the boss without ever having to pull any new characters ever again.
Giving bosses enough damage to break zhongli's shield as a workaround results in every attack being an insta-kill for accounts without Zhongli.
Been PHEC only after swirling it off the boss, so if boss does any other elemental damage she is fucked
Max atk build foregoing everything else. Including a 5* standard weapon(Skyward atlas)
Needs a NA spammer to refresh its durability on C4
And C6 for the second use of her skill to keep it up 100% of the time
Zhongli does all that with no hoops at C0, Black Tassel(3* weapon) and just for existing to all elements+physical
Since you mentioned black tassel i mightaswell mention ttods and vv, lanyan is really good and shes super underrated. Zhongli is in need of a huge buff.
TTDS doesnt provide enough atk to compensate compared to Skyward Atlas, so her shield is going to inherently be weaker, just to provide an once every 2 rotations atk buff to whoever shows up after her on the rotation, once again, needing careful planning to not give the atk buff to a support instead
And VV is not exclusive to her, it applies to every anemo, yet something she doesnt bring on her own
She only has the right element and weapon combo to make use of the most broken 1.0 tools avaliable
Zhongli, once again, does all that naturally, just for existing, to **all** elements and **physical**. Plop shield and get out. Thats it. Can run Tenacity to provide an atk buff(albeit unreliable if relying on pillar to hit), noblesse(takes time off the clock due to ult animation), or simply Deepwood even if running alongside Dendro characters just for the 4 piece effect. He is far more flexible
Could he use a buff? Definitely, every 1.x to 3.x character could
Need? Is the overstatement of the century and a half. He is only considered bad purely for not *currently* fitting inside any top tier team. But that changes quite literally next patch lol
Never needed him even after 5 years of playing Genshin, even if I needed a shielder I usually just use Diona or Thoma or recently Lan Yan and they never disappoint.
Zhongli is only a DPS-buff if you were so bad at dodging that you kept dying.
He will still die very easily to corruption/bleed, and a lot of bosses simply deal so much damage nowadays that they break through.
