you dont, its universal fortuna from getting any premium 5\* units above maximum C6, you can use it on any character to get them to 95-100, but you do not get them for 4\* characters

You either C6 a 5 star character, and then pull that character 3 more times (3 stella fortuna total for lvl 100) or you live with what you have and accept Gaming staying at lvl 90.

You get the masterless Stella fortuna from any c6+ 5 star character, then you use that masterless Stella fortuna on any character you want, including gaming. Masterless Stella fortuna can be used on any character, not just on the character you got it from. That is why it is called masterless.

That is the only way to get that material. Treat it as a premium material gift for getting more than 7 of the same 5 star character.

You cannot get it from 4-stars. You get it when pulling a 5-star that is already C6. You need one for level 95 and 2 for level 100.

this is not a very meaningful and entirely optional as well as incredibly expensive upgrade. genshin, as a gacha game, has a lot of gameplay aspects that align more with monetization than they do rpg logic. so while something like leveling up your talents to 10 is a linear process that makes sense to do even though crowns are pretty limited, leveling up to 95 and 100 are not "the next step" for your level 90 character. they're practically decorative. and that's because a f2p is probably only going to be able to get one character to level 100 in their account's lifespan unless they just waste primogems on getting these materials
