EM is good, but ER is not very useful for Fischl. Still atk and crit is most important.

In overload Chevreuse team, the overload reaction itself does little damage. It’s only a catalyst for Chevreuse’s passives to activate and boost other damage. So ignore EM in those teams and focus on pure damage.

EM doesn't do much but you may need some ER depending on how many particles you're generating

Explanation: the damage of overload reaction is based on EM and character level, but overload damage only contributes a small fraction of total team damage. Most damage from "overload teams" comes from non-reaction direct attacks which EM has 0 affect at all.
Because Fischl is the only electro in the team, so some ER may be useful, but not too much.

Overload got Buffed a lot over time so difference is much smaller than the comments here make it sound.
Fischl's still a very good DPS so classic ATK/Element/Crit on Golden Troupe is the best for her with enough ER for her Burst every 2 rotas.
Especially as the only Electro on the team you will need quite a chunk of ER. Not sure how much >50% maybe.
But I assume if you're below KQM standard - the stat baseline most TCs calculate things with - which would be normal for someone new a 3xEM build may actually do more! :D

Fischl generally doesn't need much ER, she only bursts every other rotation and her own particle generation is incredible. And EM is only good on her when played in Aggravate teams. The direct reaction damage from overload isn't big enough to build around - overload teams are mainly viable because Chevy/Durin/Fischl is such a good core.
Worth mentioning, though, that this team won't work that well unless you have C6 Bennett (which, as a new player, I doubt you do). Main DPS Durin teams almost always rely on the infusion from that for a large portion of damage.

she needs enough ER to get her burst when needed to cover her skill cd( you basically always go burst and then skill and while her skill is active you should get her burst back)
she doesnt need EM that much on overload as her buffs and kit are more towards atk%
