If you can't start it from the event screen, then you have to finish the other archon quests first. You can only skip during events.

Because of the version, they had just released natlan and there were events tied to it. I'm not done with Fontaine and I can't do natlan yet (but I did do nod krai).

If you already completed natlan, then yes. Unless you can still just start nod krai from the events screen.

Yes, the current event is for the current version, and you need to start the quest from two versions ago.
