Given her personality, there's high chance her current body is the same one Alain made and she's kept making excuses to not change it for stronger body out of nostalgia.
Compare to how she's constantly upgrading her robots in the story, it'd make sense if her robots outclassed her in actual combat strength now.
It's not that she's helpless in general, but she is up against Dottore with 3 moons power.
Then between whatever damage she suffer here + seeing Bina in her full moon goddess power might get her to finally let go of the past and give herself a new high spec body for her playable version.

I don't think Dottore has the 3 moons' power. Columbina is awol so at most, he has 2 moons' power. But in all likelihood, he has, at most, partial control of the 2 remaining moons powers atm. Since at the end of the quest, we saw the remaining 2 moons start to resist him as soon as Columbina left. Iirc he was using her as the conduit to keep the moons' powers in check so that he can control them. So with her gone and the powers out of balance, they aren't listening to him.

He shouldn't have the frost moon's power since that was the entire point of Columbina's sacrifice. (To cut him off from her power, and therefore giving everyone else a chance to beat him)
That being said, iirc, all the moons have the ability to open a gate. (Whether to eachother's moons or just their own is unsure) So perhaps he used one of the other moons' powers. That being said, Dottore could have just as well used some form of teleporting ability seperate from the moon gates. (Since we just don't know exactly what abilities he has) But I wouldn't be surprised if he had an escape plan setup in case things went south. So I wouldn't be surprised if he used that instead.

I can see Pulonia getting destroyed (the trailer shot of him on the ground seemingly depowered) and Sandrone taking all the combat data he's been accumulating to use herself.
Having her go Ultra Instinct and be able to match Dottore in a straight fistfight, even if its just for a short while, would go hard. Perhaps it could be that her own antique body is what holds her back and forces her to get sidelined, resulting in the classic Traveler one-on-one with each weekly boss.

I think it has to be a mix between personal, political and economical power. Otherwise I find a bit hard to believe that Pantalone and Pulcinella would score above Tartaglia (maybe they turn out to be absolute beasts in battle, but unless I missed something they're just one of the richest guys in Teyvat and one of Snezhnaya's mayors respectively).

Childe is definitely strong but statements like Scara who calls him weak in both mind and body (despite him being competent in fighting) just further reinforce the Fatui Rankings based on strength.

Also remember that Fontaine Childe > Liyue Childe PLUS who knows when were the rankings was established (or atleast when Childe being ranked 11 was established).
Maybe in Snezhnaya one of the plot points is the new rankings of Fatui since many harbingers our either dying or leaving.

My personal theory in regards to Sandrone and by extension Pantalone is that outside source power may have been considered for them. Like Pulonia was considered as part of Sandrone's Skillset or Pantalone might had collected high cost weapons for his use since he has no vision.

Soft power is also part of the rankings, not just combat strength. Regrator heads up the banks - so while he has no vision (that we've been told), he holds untolds amount of diplomatic power. The Rooster is Mayor of Snez, so he holds a lot of local power within the country.
I imagine Sandrone never really cared much to build up any kind of significant power base that didn't cater to her interest in machinery.
