Columbina with varesa and xilonen?

I know its probably not fully optimal or meta but does it work? What would i miss out on and would columbina actually do anything?

Would ineffa be better or would columbina only work in this team with ineffa?

Not really. Columbina can apply some hydro, but not really anything else and her own damage is not great. Ineffa has a shield, but she alone without hydro teammate also contributes very little else.

columbina is just worse then furina in that team, less damage no buffs and pointless lunar reaction for that team

Why is the lunar reaction pointless? Also, with ineffa? Or if I try to get zibai?

"Triggering lunar reaction" and "dealing lunar damage" are completely different. Varesa can trigger some lunar-charged reaction, but the damage of this reaction is categorized as "reaction lunar-charged damage" and it is not great. Almost all damage of this team still comes from the direct non-reaction attacks of Varesa's talents which Columbina provides 0 buff.

Ineffa kit and talents are what makes Lunar charged good.
Basically the Lunar reactions are just a slightly different calculation for the reaction damage but at a baseline the damage is pretty much the same.
So just like you wont run a Varesa electro charge team and expect electro-charge to do the majority of the damage. same with Lunar teams if there isn't a character in the team that boosts the reaction damage with their kit.

Columbina in that team would be dealing hydro damage and her gravity will deal lunar charge it wont be "terrible" but wont be "awesome" either.

Adding Ineffa to that team however changes things, but that goes for EVERY team adding BIna + Ineffa to any team will pretty much make it very good. Due to Ineffa boosting the damage of Lunar charge with her kit and Bina further boosting reaction damage and also doing lunar damage herself with her gravity.

Columbina would be fun to run in non lunar teams to make them lunar, it wont be great but also wont be terrible, similar to how some people run Arle + Furina even though Furina burst buff can never really happen due to no helaing. It is not an optimal team but Furina off field damage + Arle damage is pretty much good enough to clear anything besides the most hardest SO content.

Columbina + Ineffa is an insane crutch duo that you can slot into almost any other team so you can have the illusion of "my main is so OP" (similar to running Fischl + Durin + Mavuika off field with Xiao "main dps")

Columbina is the BiS Hydro applier for all 3 the big lunar teams Flins, Zibai, Nefer

Collumbina along with Lauma can be used as a Nefer-lite, she has the same main DPS onfield gameplay as Nefer with just holding charge attack.
