I would say Ineffa because she's pretty essential for a good team for Flins and Aino can probably substitute for a Hydro applicator. In the end, though, it's really your choice.

Generally your better off getting Ineffa next patch. The Flins, Ineffa, Aino, Succrose team, and The Flins, Columbina, Fischl, Sucrose, are sheeting pretty much the same DPS wise, but the Ineffa Team gets to have some actual survivability with Ineffas shield, while the Columbina team will only have the Prototype Amber weapon passive for healing, If you slot in a healer over Fischl in the Columbina team, it will just be worse then Ineffas.
Additionally Columbina will almost certainly get her first rerun in 3 or 4 patches, where as Ineffa Return timeline will be way more up in the air at this point.
In short, Ineffa next patch, Bina on her rerun if you want another team upgrade.
