Chiori, Navia, Clorinde, Varesa, Wriothesley, Raiden, Yae, Kazuha excluded since their best teams break the shield. Most other older characters excluded since their best teams are just being carried by Lauma/Durin/Furina/Escoffier.
Some character’s best teams naturally have more RES shred than others, so I used homdgcat’s calculator to create more of a “fair” DPS ranking instead:
