This is Rotwang. He was talked about in the Nod Krai World Quest and Aila foresaw him getting killed a second time in the future. He was one of the main causes for the Abyss outbreak to be as severe as it was during the Cataclysm in Nod Krai. The First Moonchanter gave the First Lightkeeper a hyperborean weapon which can rework the Abyss, that's how their lanterns do damage to the Abyss. and the First Lightkeeper made the Lightkeepers to hunt him down and also cleanse the land. Rerir fragments kinda made it even more difficult.

Genshin wiki says Rotwang seems to be inspired by Rasputin but after reading the summary of his story, it is a lot more reminiscent of how the corrupted Maiar spirit who served as Morgoth's most powerful lieutenant, Mairon, in Tolkien's legendarium.

The relationship between Rotwang and the Belyi Tsar is indeed very much like Sauron and Tar-Calion. Giving Rotwang the form of Sauron's Evil Eye does seem appropriate.
