Not really. Columbine doesn't provide anything for vaporize, and she'll be only there for hydro application. But nobody is stopping you from playing them together anyway.
Neuvillette is a main dps as well and he wants his own team.

The new Arlecchino BiS in 6.3 will be: Arlecchino / Columbina / Ineffa / Xilonen. But that's not necessarly because this is a great support setup for Arlecchino, it's just that Columbina+Ineffa will be a very strong wheelchair. Still, it will work.
That being said, if you have two pulls in you then it might be smarter to get Columbina + Zibai. She will be much stronger than Neuvillette.

Ineffa would make more sense for your account. She's a decent teammate for Arlecchino in overvape teams and very good for Neuvillette in general. If you then have primos left, you could still go for Columbina.
Also, don't run Arle and Neuvi on the same team. They both require a lot of field time and have no synergy whatsoever.
