Not trying to copy. Their powers are in direct opposition. Dottore is controlling the basic order and rules of Teyvat by using the power of the moons, while Traveler is immune to that due to being a Descender.
He's not calling out as an equal, he's calling out as a threat. If the Descender can't stop him, the Descender that has foiled his plans in the past, as well as taking down multiple Fatuis, then literally no one else in all of Teyvat can. Not even the Archons.

Yes. And the OG power to control the world has since been divided between multiple individuals: first the 3 Moon Sisters, then the HP and his 4 Shades. The current order is maintained by a group of 5 people with 1/5 of the OG power. Only Descenders can rival the world order as-is.
But what would happen if all 5 parts of the power were taken by a single person? Hypothetically, that person would gain the full OG power that created Teyvat and thus would not be bound by the current order due to being less powerful, but would be able to rewrite the order to suit their tastes and needs.
That's what we don't know. We don't know what would happen now if one person took all 5 authorities over fundamentals of the world.
Which is what Dottore is trying to do and is testing. He's trying to get all 5. He posits that having all 5 would make him a new god (says so in the version trailer) capable of creating a new order. Which would make him an artificial pseudo-Descender as he would gain the power to rival the world.

Yes, the moon's were created by Nibelung, the current system of Fate that dominated Teyvat was created by The Primordial One/Celestia. The moons pre-date the power of Fate hence why Dottore thinks he can use them to become a Descender.
Also, Teyvat means Chest/Box/Ark, meaning the world was most likely named by Phanes, not Nibelung.
