It's not that people don't want it, but rather there are no expectations. We've gone 5 years without a single archon skin. We've gone 3.5 years without another 5 star skin. We barely even get enough skins annually.

Well, it’s been over 5 years and they’re yet to do one so it seems unlikely for them to start now if even Neuvillette is getting a skin before the super popular Furina.
But Lantern Rite aside skins are often tied to story reasons. Bennett going to Natlan, Nilou in Simulanka, Yelan undercover in Fontaine.
Zhongli getting a skin depicting his Morax form like in the above images would mean there needs to be an in story reasons for Morax to come back and that would undo Zhongli faking his death in the AQ.
Zhongli could just get a normal Lantern Rite special outfit but that would probably disappoint the fans that want his Morax design as a skin.

Eh, I wouldn't point bad gameplay as a reason a unit doesn't get a skin. Diluc got a skin in 2022 in 2.8 right before Sumeru and he was buns even then and he got a 5 star skin of all things. However, I can't even imagine unit popularity was a thing they considered either, because I don't believe Diluc was nearly as popular by then as he was in early 1.x.

Just change the calculation of his skill is enough to make him relevant again, like why is he HP based when the majority of Geo element characters and their reactions lean towards DEF, maybe if you want him to be T0 again then there needs to be substantial buff to his skill, but even now he is definitely not bad, boring yes, but far from being bad

There was a rumor the devs didnt ever want to do an archon skin(which frankly just reads as accurate given they've been intentionally avoiding it).
I think its one of those things thats bound to change sooner or later. Like they wanted chill endgame during their initial years but have since done powercreep(extreme beyond 100% HP inflation between 4.7 and 5.3 when sumeru had 10% total) + introduced new end game modes.

The way I see it is Archon skins are probably being saved as an emergency button the devs can press if the game ever takes a dip in popularity. An archon skin would probably pull in a ridiculously enormous amount of cash flow for them.

The two top ones are basically the same except the one on the left has the overcoat/shoulder armor and the right only has the underlayers.
Basically both it and the clothes we see Zhongli in right now were made for him by one of the yakshas so they all carry a very similar aesthetic and don't stand out quite the same as the Archon war cloak and poofy pants, etc.

I'd like to believe that they'll give the archons their \~Archon\~ skin eventually. Maybe they're just keeping them in their back pocket in case of a gacha emergency. 🤣 Or they're waiting for the inevitable war that's coming and the archons will get their chance to do a "okay, gear up" sequence and then they show up in their more godly forms. (note: I don't know how this'd affect Fontaine if Neuvi is getting a regular skin now and Furina is...y'know.)

The archons will either all get skins more or less at the same time or never. I don't think Hoyo would mix them in with the other skins. They want to do the world building around introducing characters or creating playable stuff, they realized that a lot of players are missing out the world building made so far because they are all in the books, or long texts/murals in the world quests. This is probably why we are getting an 8 chapter archon quest this version instead of exploration etc. And obviously making archon quests/designing characters cost a lot of time and resources, so they just don't want to spend their rest of the resources on a low-effort skin.
Moreover, probably, they believe that making skins for characters, especially for very important characters like archons break the lore-accurate nature of the game (I think that's why they introduce a quest, and a very well made one if the skin is made for a very important character, like Bennett). We all know that no one cares about that, but devs do 😅
