I don't think it's a part of Dottore's plan, but I bet Dottore wouldn't have put his plan in practice if GOATANO was still there.

I would also think mentioning Signora's death would be a spoiler

Capitano didn't die, he is trapped inbetween. He took the sit, became a bridge to let those souls within him cross over.
Hes not dead, but not alive either. Just at peace, like a sleep without dreams.

He can't die. He's immortal. That was his entire gambit against Ronova. Either she let's him die or let's him merge with the LoTN.
Does it have anything to do with Dottore's plans? Probably not. I think there were some theories around Dottore burning Irminsul and Capitano's mastery of the leylines. However, becoming master of the leylines is likely a part of the Fatui's grand plan.

First of all he's not dead, that was the whole point of his plan.
Since he's immortal, i doubt Dottore was ever factoring him in his plans.
