Has Hoyo ever wasted a character that would sell good for lore reasons?

I understand that she died and furina took over the place of the “Playable Hydro Archon”, but imagine if we had her in game. Same goes for Capitano, people would go crazy for him.

Signora, Kitsune Saiguu, Torachiyo, Rukkhadevata, Xbalanque (reincarnation), Xbalanque (popular adult fanmade design). Hell, I think even Raiden Makoto would be popular if made playable despite Ei also being playable (So many would-be-loved characters dead in or from Inazuma, huh).

Rukkhadevata, Signora, Ping, Capitano, the dead Hexenzirkle witches, the dead Yakshas, a bunch of unique NPCs starting from Sumeru World Quests... if we go to another game, Cocolia in Honkai Star Rail and others I can't even remember.

I wouldn't count Ping as wasted. As an adeptus she takes the form she wants to take and is virtually immortal. If they wanted to make her playable they would just need to give her motivation to fight as a young warrior again and that's it.

Ping and Capitano don't count because they are still alive and could become playable in the future (Capitano is basically guaranteed considering the Tsarista's lines).

There's no reason why they can't give us playable Ping. It's likely that she is going to be the "Durin" for the Adeptus buff patch.

The odds of a prequel arc set 500 years ago, or during the archon war, is also... pretty high. Venti's made it clear since 1.0 that time shenanigans are on the table.

my take on this is a bit different but there are playable characters with so much lore potential that hoyo won’t put out there just because all the meta slaves and whales wont pull them, namely sigewinne and shenhe. yet most people won’t even do sigewinne story quest and realise she has lore T-T
