I feel like a lot of people still assume Hexerei = being related to Hexenzirkel
In the intro quest, Alice says that Witch's Homework is part of the witches' deal with Varka to lend their aid to the nation. She calls it "a series of tasks tailor-made \[by the mages\] for the people of Mondstadt" and that she's enlisting the traveler because they're the only one who's "a friend to all in Mondstadt". You become a Hexerei character because you live in Mondstadt, not because you need some second or third-degree connection to a witch.
They could give a new round of homework buffs to more characters (say, the Knights of Favonius) at any time and it'd make complete sense lore-wise.

Liyue characters are gonna have a different name , sumeru a different one and Fontaine another one
They choose hex for mondstad because Thats the most influential and powerful being that can bend the rules and make “the impossible possible “
For Liyue are gonna be the adepti ( adepti arts , is probably gonna be something like that )
For sumeru the academy (scholar , or shit like that )
You get the point
We can confirm that very soon actually, see if Nicole's talent says Hexerei or not.
