Some of quests blocks co-op. You probably have one of them active

I think only currently active quest matters, try to continue it

I tried cancelling navigation and it’s still not working
So I guess my only option is so to complete the quest

If you click on the co-op button in the Paimon menu or the one next to the minimap, it should tell you which quest is blocking you. You have to finish it before you can do co-op again.
