Put 8 characters you want to friendship level up in the serenitea pot, create a friendship team with 4 of them and swap to it before collecting world boss and leyline flowers. Swap also to the team before collecting the dailies with Catherine. Once a character is maxed out, swap it in the serenitea pot for a new character and in the friendship team by one of the characters already in the serenitea pot.
If you regularly collect the friendship points in the serenitea pot and don't forget to swap teams, you should max out 4 characters every 2 to 3 months.

Two possibilities:
1. characters are limited to 8 total (both inside and outside the house), so maybe look if you already put some characters for scenery.
2. characters are technically furniture with a "weight", each of the 4 outside areas and 7 inside areas have a "weight" limit you can't go over, so maybe look if there are other areas you can put them in.
