I have flins and C0 Aino, c6 kuki and c6 Suc. Should I pull for ineffa and then just wait for bina rerun? I only have 20k primo so not sure if i can also get ineffa weap
You should pull for columbina she can buff you flins as well.

Yup she can provide lunar damage bonus buff... while ineffa only give you em based on her atk but if you use them both you will get massive damage difference

Ineffa's shielding is very valuable, Ineffa + Flins have more than enough DPS to clear endgame content, Columbina will very likely rerun sooner than Ineffa. So I would say go with Ineffa.

Id like to pull Bina as I like her so much, but im pretty much excited how my flins will do damage once ineffa is on the team 🥲 so yeah im heartbroken

Unless you're at high pity, you're going to need luck just to get Ineffa. It's best to have 160 wishes on-hand - that's 25600 Primogems, considerably more than the 20k that you have. You'll need to either win the 50/50, or get one of your two 5-stars at early pity.
Don't even think about the weapon with so few Primogems. It's NORMAL to lose the 50/50 on that banner (since your odds are actually only 37.5% when you include the chance to get a Standard weapon AND the chance to lose to the other banner weapon), so you need to make sure you have enough for two weapons whenever you roll there. You want to have at least 140 wishes (22400 Primogems) before rolling for a weapon.
All together, in order to have a good shot at both character and weapon, you want 300 wishes (48000 Primogems). In your case, I'd recommend rolling for Ineffa and hope that you either get lucky, or can make up the remaining wishes before her banner ends. Forget about the weapon, unless you get insanely lucky and land Ineffa within the first few wishes so that you have almost the entirety of your savings still available. (Even then, though, you're probably better off saving those wishes for another character instead of Ineffa's weapon.)
