How to learn what is the best rotation for a team comp?
There's so so many option for team comps, how you do accurately test and know what rotations are best? Are there any bosses that work well for rotation testing, how do you best keep track of numbers?

So tldr, for me I either just look it up or try to just figure it out based on my game sense and knowledge of playing this game for 5 years.
Any buff that requires specific application order (i.e. TTDS > main DPS, or Main DPS element > Swirl) in that order.
To figure out rotation, you figure out team comps first. To figure out team comps, you just need to figure out which character has the best kit to compliment the others.
For example you want to play Raiden Shogun. To increase damage, you can either buff your characters or debuff your enemies. Or both. So you need to reduce your enemies Electro resistance. We have many options now; any Anemo character with artefact Viridescent Venerer, Xilonen, and Chevreuse (overload comps only).
After finding your shredder, you can pick the play style you want. You want Raiden Shogun hypercarry? You want Electro-Charge? Or do you even want some wacky Aggravate team?
For example you want to play Raiden Shogun hypercarry. After you pick your shredder, you pick a support that directly buffs Raiden Shogun herself. Like Bennet, Iansan, Sara, Furina, Mona. After that, you check out which buff has a longer duration. The shorter buff gets casted last.
After that, it's just a matter of testing it out. I personally like to pick Algorithm of Semi Intransient Matrix of Overseer Network as my testing ground because it doesn't move a lot and doesn't have the invincibility phase.
