There’s the world quests that are highlighted in blue and the world quests that just aren’t. I’m assuming theres a significant difference?

almost all Areas (Starting in Inazuma) has a big main World quest. It takes longer to complete and has more dept to it. The other world quest are more like small sidequest.

The world quests highlighted in blue are major regional ones. They’re typically the one primary quest in a given region that you’re meant to do to unlock new locations, mechanics, and so on.
The ones that aren’t highlighted are considered the same as other world quests (albeit some are quite important), but the reason the game distinguishes between them with that banner is because the individual world quests are themselves part of world quest series/chains/collections. They’re just aren’t typically as important to the areas they take place in, although (and I’ll emphasize this again) some are quite important.

All newer regions have world quests series. These are marked differently to the smaller quests.

The highlighted ones are basically the main story while the unhighlighted ones are the sidequests. How did you start Natlan before finishing Sumeru though, that's kinda weird

Game is all over the shop in places for new players.
One of the most common complaints I have seen is that you get given the natlan starter quest (with the goodbyes at Romaritime Harbour) blocking your ability to do the Fontaine starter quest in order to find out who you are actually saying good bye to in the first place.
