I happened upon this place while trying to look for a way to the Perpetual Array Boss.

The reason why I'm surprised is because... I haven't finished 'Heart of Glaze' yet.

Played back on December 2020 on my first account, deleted that and came back on a new one in October 2021. So, yeah. Not new.

However, I've been letting Childe just wait for his battle with Aether for the past few years now though and have been doing everything else since.

If me not battling a boss means that I am "x label"? Then that's fine by me. If that's your metric for what defines a person's experience in a game that has no definitive way on how you should play it? I question you.

If you've managed to get to this place, you've either cheated in some way or are participating in someone else's world via co-op.

You should not be able to reach Inazuma until you've progressed through the Archon Quests that take you to Inazuma. Inazuma is a sealed nation - the game has a barrier that either kills you via lightning attacks or outright teleports you away if you try to approach Inazuma prematurely.

If you are still on "Heart of Glaze", you still have several Archon Quests left to do before you reach Inazuma.

If you didn't use some kind of third-party tool to transport yourself here, or glitch past the barrier (not easy to do accidentally; I think the process involves disconnecting your Internet), then yes, you have every right to be surprised. You should not be able to access the Perpetual Array OR this area until you've progressed further in your Archon Quests.

Knowing how Hoyoverse cracks down on cheats or third-party stuff? I wouldn't dare do such a thing and lose all of my progress that I've had for the past 5 years. Risking my account is something I would not be stupid enough to do.
