Not all of them are available. You can get 3 of 5 right now and I don’t believe they are tied to quests. The entire concept is a hidden world quest but as far as finding them they are:
West of Clink clank krumkake workshop,
NW of starsand shoal,
West of Barrowmoss Barrens
You’re looking for purple rifts that mark the pieces

You're confusing two different things.
Proofs of cogniwhatever are in fact tied to world quests, and you can get 3/5 right now (the last 2 next patch probably). They are related to Reed Miller quests (I remember one is from the boat-whale area, the other two are not too far iirc).
Then there are the artefact pieces that you find in Wild Hunt rifts, those are not tied to a quest (there is a small one to lead you to them if you don't find them iirc) and unlock a local legend.
