For me its Xinyan: She was my first pull which was the only reason she drew my attention. I've been playing for about 3 years and genuinely haven't heard her name mentioned once.
Oh. I hear her name plenty. Usually preceded by the word “use” which in of itself is preceded by the word “don’t”.

(needing c2 for that IS the main reason shes bad, also stopping if shield is destroyed),
and ill use her in IT at least, without regrets
a minor fix for Xinyan would be similar to buff Albedo got

Underrated implies "better than generally considered" but Xinyan unfortunately just kinda sucks. She used to be one of my favourite characters but even back then on her release she was just ouright weak.
If her application wasn't tied to her shield, she could be an okayish budget option in Chevreuse teams but as is she is kinda waste to even build. Hopefully she gets massive buffs at some point.

Based Sigewinne recognition. One of the easiest characters to build and has a full team heal with the tap of her skill button. Her low hydro app actually means you can just stick her anywhere as a full team heal without disrupting most reactions. Probably the most casual friendly character.

i liked Xinyan early, but a factor was that i also got a favonius greatsword specifically, used her with Xiangling who also had a favonius, Fischl and Keqing
then i used her in the lowest budget Chasca team, starting with Xinyan protecting my Ororon and TTDS c2+ Barbara until i could bring in Chasca
until i unlocked pyro traveler

Sigewinne & Noelle.
Sigewinne has a one tap skill that is a full team heal. Possibly the easiest character to build. All you need is hp. The low hydro app means you can stick her anywhere as a 4th if you just want heals without interrupting reactions. Probably the most casual friendly character.
Noelle can carry a beginner to AR45+ easily and still perform decently afterward. Her shield and heals makes it so that even if your dps is low, you'll eventually win because of how tanky you are. Having a claymore + geo makes mining resources and breaking the rocks in the early game much easier. The claymore also helps against geo enemies in Liyue, which is where most beginners will meet their first combat troubles. In the later game, Noelle can still perform decently with the right support. She can help with endgame geo checks, which is possibly the hardest element check for the most amount of players. Her cons are also available in the star glitter store.

There aren't any underrated characters in this game, most gacha games don't have underrated characters.
People just assume that when a character is called bad it means "unusable" when generally it means "horribly inefficient". That and its usually someone coping cause they can clear main story content and they like the character.
Frankly, if you like using a character you don't need to "rate" them at all. I still use Raiden all the time and prefer to use her over Varesa, not because Raiden is better, but because I have more fun with Raiden. I would never call Raiden underrated cause she isn't. What she adds to my teams is basically nothing all of my teams have their ER built to where they burst every rotation, but I like doing her rotation so I use her.

There are some characters that are unpopular not because they're bad as in horribly inefficient but because the community either doesn't like them or doesn't like their playstyle.
Lyney was top of the meta in theory for much of his existence, but people just didn't like him or playing him. Mualani is strong, but people just don't like playing her.

Semantics I suppose, but both of them are/were generally unacknowledged by the community as strong in the meta, and only those in the know knew they were quite strong. I'd personally call that underrated, albeit by the community and not by the few.

It is frequently mentioned around here that Mualani has higher dps potential than Neuvillette just like it is frequently mentioned that she is janky.
Before Arlecchino and Mavuika came out and powercrept Lyney he was also mentioned frequently around here as the strongest pyro dps. He is not mentioned anymore, because he is average now.
Neither of them were underrated every reputable source has rated them exactly where they should be.
