outside of IT, i just wanted Dori for a 4 star only Sethos team, and Dori c4 would improve energy gain from her burst

You've got Sucrose, Faruzan, Kuki shinobu and Layla if you want some of the best shield in the game

Kaveh utility is basically just dendro application
during burst he gets dendro infusion
and buffs blooms/lunar blooms. which is unimpressive unless you want to use him with Nilou or Lauma/Columbina (not hyperbloom/burgeon)
the main reason people used him, is that too much bloom damage could kill characters. Kaveh has dendro resistance and heals himself when hit by blooms
but they nerfed the bloom damage
Yaoyao is easy to use off field dendro and healing. duration isnt much
burst is just more of what skill does, except its panic button team healing, unless you got some ongoing hydro and/or electro to actually benefit from it. stops if you swap Yaoyao out

Going from least worth to most worth here.
Since you pretty much have everyone here at lv70+, I’ll base “investment” on whether you should level talents or artifacts on them.
Let’s get these characters out of the way first: Xinyan and Freminet are just not going to be useful. Physical sucks. Next.
Kachina exists to be a Scroll bot and nothing else. Aino is in a similar boat, but she actually needs ER. Otherwise, investing in talents or levelling artifacts (outside of ER sands) is unnecessary. Amber is pretty much also here as a Noblesse bot and cryo shield breaker; again just a lot of ER. Lisa is only useful for her DEF shred which is a passive, so again she only needs a ton of ER to burst.
Next are characters with some marginal amount of usefulness, but are pretty outclassed or too niche to prioritize investing in: Yun Jin (too niche and too much effort for not a lot of buffs), Ningguang (powercrept geo DPS that doesn’t benefit from DEF), Lynette/Sayu/Heizou (they are anemos at least so they can VV), Mika/Charlotte (niche Furina partner but outclassed; Charlotte can TTDS at least), Chongyun/Kaeya (outclassed cryos but Kaeya can at least subdps), Sara (niche electro buffer that needs C6 to be worthwhile), Kaveh (he is the worst dendro, but he is a dendro driver at least), Candace (has conflicting reasons to both C6 and not C6 her; very niche), and Dori (can be a good healer if your Shinobu is busy).
And then there are the “technically can be good in some situations”: Gorou (do you like DEF/Geo DPSes?), Noelle (Furina driver; wants C6), Faruzan (do you like Anemo DPSes? No Chasca is not an Anemo DPS), Layla/Diona (Calamity of Eshu enablers), Rosaria (budget melt enabler), Beidou (AoE electro subdps/shielder; outclassed by Ineffa in every way), Razor (with full C6 4-star overload team and Hex buffs he’s pretty good), Yaoyao/Kirara/Barbara/Collei (do you like Nilou? Yes you do like Nilou), Yanfei (C4 shielder + TTDS + pyro resonance), and Pyro MC (pyro scroll buffer + nightsoul shield breaker).
Finally, here are the “yes you should invest; don’t ask questions”: Fischl (Oz), Sucrose (just max out her EM, no need to level talents), Shinobu (hyperbloom), Xingqiu (Xingqiu), Gaming (really wants C6), Ororon (maybe I’m biased), Bennett (Bennett), and Xiangling (backup Durin).
Manekins? As far as I’m concerned they aren’t real characters.
