The ones on the picture are just examples off the top of my head. Now that I think about it, there are definitely people I missed…like almost the entirety of the KoF, Alice, Ineffa (?) and probably a bunch of others. So who is the one?

Neuvillette is second among them since he essentially adopted and treated all of the melusines as his children without any biased just because the melusine where created form elysia an abyss dragon.

Neuvillette is a workaholic, not good.
There are also times where she prefers to lock herself up in her domain when she's working on her inventions. Mountain Shaper and Moon Carver also spent their time with her before she moved to the city. And even before that, she was part of the friendship between Zhongli and Guizhong and the other adepti and they seemed to spend lots of their time together. She's definitely not lonely, especially now that she has Shuyu living with her and her other kids are now closer and also Zhongli and Madame Ping.

Baizhu is kind to qiqi but not much of a parental figure in general.

All the others are working within their comfort zone. She's been on the ragged edge her whole life but she's still fighting to protect the children.

In results, Klee is super happy, very kind and polite, more than capable of defending herself, has toms of friends and doesn't seem to be lacking on the educational level. That child is living her best childhood life and while her mom far from the only person responsible for it, she definitely plays a big part in it.
Also she tries to adopt like half of the playable Mondstadt characters, seeing them as her children and treating them as such. She's a good parent, just not a very present one.\
...or very responsible on a human level. But like, it works.

Arlecchino is my favorite character in the game, but she isn’t exactly a good parent, she’s not horrible either, but a good parent would not send their kids on deadly missions, or let them work for a morally corrupt organization.

Xianyun deserves best mom award every year. And Xilonen should also fall under here with Nepecha under her care. Even went to another country just to buy merch for her. And also that speech about parental love. She's Genshin's 2nd best mom. 3rd would be Ineffa even tho her relationship with Aino is more like sisters.
There's so much sweet moments with them during lantern's rite and birthday's art. I love the Bubu Pharmacy family so much...
Neuvillette best dad. He adopts any dragon, no questions asked. Vishaps, saurian, melusine. (Funfact. In a sense, neuvi is distantly related to columbina and kinda like her older brother. Sike.)

Some say she is doing better than Crucabena and *atleast* cares for them...emphasize on *atleast* that is like saying "well atleast the murderer didn't torture the victim" "atleast i passed the exam" etc. if anything, she is the worst orphanage ~~that secretly raises them into soldiers~~ director, she is in no way a parent.

Being better than Crucabena is hardly a bar to clear.
For non-playable, it's Anya "M" Andersdotter. She used borrowed magic from Alice that had a very real chance of not working... or not being enough... and she wrote for HUNDREDS OF YEARS, NON-STOP so that she could make her child happy and live a good life with many friends and adventures and happiness. There was no guarantee. But she kept writing, in order to squeeze every possible drop of power out of Alice's magic and maximize Durin's chance at a *real* life.
Honorable mention to Lisa. She is lazy (for good reason) and a slacker, but she taught Razor damn near everything he knows about human interaction, and is now teaching Durin while Albedo is out, and even mentors Klee and others to make them Upstanding Citizens of Mondstadt. And she genuinely cares about children (which basically means everyone younger than her).
My reasoning? Because he guides and controls (rules) over humanity for a long time. But eventually he sees what he's been waiting for: humanity to grow up enough that they can stand on their own and don't need him anymore. And when that happens? He steps aside to let them be themselves.
That's all I strive for as a parent: to raise my kids to eventually be fully-functioning adults who can live and even thrive without my having to be there to guide them. I tried to give them the tools and morals they need to be good people and to make a difference in the world. Zhongli does the same, so my vote goes to him.
Xilonen is a close second.
