Every single crit rate set = crit damage set as now you can ignore some crit rate subs for crit damage subs instead.
The only situation where a crit dmg set would be meaningfully better is if a character has tons of inbuilt crit rate and a crit rate weapon so balancing crit subs would be awkward. But that's quite a rare situation.

Not sure why you're getting down voted when premium carries like Mavuika, Skirk, Varesa, and Neuvilette all easily over cap crit rate even with crit damage circlet.
