There is this theory that the numbers are symbolic, and isn't just ranking based on Strength, Contributions or Total Power (political, resources and combat). I don't remember what or where I saw it, but I remember somewhere that Eleventh is the oddball number, which is fitting for Childe since he doesn't really belong with the Fatui in the sense that he's way too earnest and friendly for this line of work.
