Ineffa. Columbina is balanced around Ineffa and Lauma existing, they are the most important parts of Flins's and Nefer's teams respectively. Columbina will further buff the team, but just Columbina without Ineffa is pretty underwhelming.

I would still recommend Columbina even if Ineffa might be better for Flins. Because Bina is for sure more versatile and you can use her with more other teams

If I were you I’ll probably go for ineffa first then go for columbina when she reruns at around 6.7.

Ineffa is mandatory for Flins, no question then try Columbina if you have spare pulls or wait until her likely rerun at the end of Nod Krai.
Unless you really like Bina and dont care about having top meta Flins.

If you really like Flins I think you go for Ineffa not because of Bina being not good (she is a really good and versatile hydro) but because of Banner rerun... Bina being treated like an Archon she will rerun more often than Ineffa.
