Is it wiser to use my artifact reshape on my sands just because it is a 5 liner or should I stick to my OG plan and use it on my Goblet because it is a goblet? BOTH ARE EM.

It's not like you have these two pieces in a vacuum.
Due to the guarantee, the goblet will be as close to perfect as possible, at least until you get a four-liner in the future (BIG if, since EM goblets are super rare and four liners more so). The chance that the goblet naturally rolls four times into crit is only 6%, so this is a great opportunity to improve it.
On the other hand, the sands has a fairly high chance to naturally roll four times into crit, namely around 18%. You can simply keep rerolling it on your non-guaranteed rolls, and eventually it will give the same result as it would now with the guarantee. In the end, you will have a great sands AND goblet, whereas this would be much harder to achieve if you now reroll the sands.
Reshapes are not as strong as people think they are due to how the guarantee works. I would use them primarily to fix a piece that rolled into desired stats fewer times than what a reshape can guarantee. If you have a guarantee of 2, and you're using it on a piece that has 2 desired rolls already, your chances of improvement are low. If they do improve, it won't be because of the guarantee but pure luck.
