right, ive been racking up a lot of those exp bottles (100+ purple and even more blues) just because i never upgrade ass pieces anymore. at least back in the day you needed a +4 to unlock the 4th substat but now that everything is revealed and most of my artifacts have useless substat like flat def and hp. basically ill only upgrade if the 4 substats are good

Nah, use it to level another artifact instead. Now that you can use unctions and essences to make a sanctifying elixir, you can save on mora costs by feeding those directly instead of a levelled up artifact (because if you use a levelled up artifact to level another artifact, you have reduced mora costs but if you feed it to transmuter you will lose the mora benefit that you have sunk into that artifact).

You can use unctions and essences (the artifact exp bottles) to feed the transmuter and get a sanctifying elixir this way.
Using artifact exp bottles instead of levelled artifacts means you save on mora - I believe calculations put it at about 400k mora saved? But if you're thinking of pure exp efficiency, lvl 8 artifacts are best to feed to transmuter. [This thread](https://www.reddit.com/r/Genshin_Impact/comments/1ne4u1t/lvl_8_artifacts_are_the_new_best_to_transmute_but/) did the calculations but keep in mind that they initially forgot to consider the mora benefits, it'll be up to you to decide what's worth it for you in the end.
However, keep in mind that I'm viewing this only from the perspective of mora - if you have bajillions of mora maybe you wouldn't really care about saving just 400k (but I'm poor, so I do).
EDIT: and for me personally, other than saving mora, I can also free up trash (usually unlevelled) 5* artifacts to feed to strongbox instead.

A flower and a feather should be considered only when it has three or four useful substats.
The rule of two useful substats applies only to the rest of the artifacts.
