Prolly not. I’m on my second round of the event bc I failed to get the con the first time. I think they only restart u if u don’t get the big prize at the end. Otherwise, Hoyoverse would b giving out a lot of free cons

The event is permanent. It will run 4x/year. You can only get each constellation for a character you already have once. They might add other chars in the future
