Yeah, I thought it was some goof by Google Translate that turned "Frost Moon Goddess" into "Ice Queen" somehow, but the CN *is* straight up "Queen."
It could be a full on advertising mistake on Sony/PlayStation or Hoyo's part, though. Now the Tsaritsa *could* make an appearance, it isn't like they broadcasted Nahida's cameo in the GAA2 event in its promo material, but they also didn't mention it at all if I remember correctly.

The characters who talk during quest dialogue is already known. These leaks are usually completely accurate. The only way a new character could appear is if they only appear in a pre rendered cutscene that was wasn't in the files already.
Also the different posts about her appearing seem to be different. I've seen a few identical to this one but others that have a very different description.

Its probably not a mistake, Tsaritsa is the last and final archon in the game that has not made a personal debut despite being mentioned about for years. The Fatui are involved, Docs gone renegade at this point, several of the other harbingers are fighting him and theres a possibility the Heavenly Principle might get involved this time. Hell the Travellere are getting new clothes. This is likely the opening of the shits getting real part of the story with the main players starting to take the stage.

Personally I think this "debut" could just be a voiceline or a small peek of her, not a full on design reveal, since the NK AQ isn't ending this patch and we have a long way to go until 7.0, I sincerely doubt something as huge as an archon design reveal would drop in 6.X considering we didn't know what Raiden looked like until 2.0, didn't know what Nahida looked like until 3.0, didn't know what Furina looked like until 4.0 and didn't know what Mavuika looked like until 5.0 it's only natural the pattern holds.
