They most certainly can't bring just anyone back if they could a lot of problems would be solved. If you aren't a god dragon or abyssal related the chances of you being revived is bar to none

I think the other user meant that Hoyo can give any explanation, because they are the ones writing the story and the rules. If Toriyama wanted that one dragon cannot revive same person multiple times, but other could, he made it happen. Same here. Applied phlebotinum or anything, that can make things happen in plot. And I honestly agree. If they give explanation that isn't too farfetched, anything can work.
