Is there a reason that prices on lootbar were discounted by like 35% last week and are only 21% now?

Sort of random, I'm a first time user and noticed the prices increased a few days ago and they've now been increased again. What actually causes this? Is it because the next patch is about to begin? Just wanna know for future reference so I don't end up overpaying.
