On Mogas columbina video, ineffa consistently does more damage than c0 columbina and this is without ineffa on the new sub dps set.
In terms of buffing, columbina provides 47% lunar dmg bonus in her kit (lvl 10 talents) while ineffa provides 14% lunar charged buff, a shield and an em buff.
If you have fishl at c6 you might be able to make a fairly strong team with flins, fishl (on sms) bina (on new set) and sucrose
Personally I would recommend ineffa because comfort level shoots up with a shield on flins

Columbina provides 40% lunar DMG bonus
The 7% is another multiplier - lunar base DMG bonus that would be added to ineffa's 14% and flins' 14%

Ineffa > Columbina for Flins. But at the end of the day you want both if you really want to break the roof with him. Just get Ineffa first.
