Yeah most likely just voice. We had Skirk revealed in Fontaine but she was both datamined pre-launch and also teased in a version trailer. So since we have no model it’s most likely an animated cutscene or a voice.

We don't have a model cause genshin beta put all new characters as npc, which all use a keqing body placeholder. If this sony leak is really true(possible since it's not the frost time sony reveals genshin stuff earlier) , then we'll get this model in few hours with preload, same way it happened with skirk back in 4.2

The most possible reason being, Hoyo decided to include that in promotion initially, but then decided to hide it for in-game experience. And the person or team regarding communication from Sony messed up, Sony itself used the old version by mistake. But since this title can be found everywhere in Sony blogs, later is less plausible
