Not even Dori, though. I built her shortly after hitting C6, and her serious playstyles don't want it. Tank Dehya was good with it until Powersaw came around and essentially crept it immediately.

Powersaw's a weapon-banner-only weapon, though, isn't it? Chasing weapon banner 4-stars is even more foolish than chasing character banner 4-stars, since each weapon has four competitors instead of two.
Powersaw is something you get by accident while chasing a 5-star weapon, and most f2p players will never see one. Is Bell the best 4-star alternative if you want to build Dehya tanky?

Ah, you're right. I forgot the Bell is in Standard. I think the Bell is still the best option since it's the only 4-star HP% claymore option besides Powersaw.

maybe one day once they made a hp scaling on fielder that also wants a shielder in the team since the dmg bonus actually turns on with any shield.

There's none.
People will tell you Dehya/Dori, but they're wrong.
They're both have some HP scaling in their kit, but neither actually wants the bell.
* Pure-Support dehya works much better with Favonious (extra particles) or Sacrificial (extra skill cast, still useful even if it doesn't reset the passive)
* Support dori needs an ER weapon.
What the Bell wants is an HP scaling DPS character whose preferred teams run a shield support.
There's no claymore character that fits that bill
