Edit: Apparently you can do the quest when you own Jahoda as well. All is good again in this world. Illuga, you will come home.

Flins has one as well! The Weeping Phantasm not far from the Final Night Cemetery warp point will disappear if any other character approaches her, like a lot of a ghosts on that island.

Illegal can hear the voices of wild.hunt and his lanturn singles if the wild hunt approaches as well.so he should be able to do the quest unless he does not have that interaction

I think Jahoda can do Curatorium of Secrets quests as well though, no? So at least you don’t need to have a specific 5 star for that.

I might be wrong since it's been a while but there's the 4 intel quests and then there's the two character specific quests, in Nefer's case the quest is named "The Man who Once Lied" and in Jahoda's case "They Who Abandoned the Past". In my memory Jahoda's quest was not available until I owned her, so I figure it's the same for Nefer's quest.
I mean, the quests themselves are very short and they only give some character background, but still, my point stands.

I was able to do all of the available quests on the board having only Nefer, including the one that is from the POV of Jahoda, so I’m not sure if either quest is specific to one character only.
