With all the lore we’ve gotten and the hints of Venti’s power, and awareness of the coming and goings within Mondstat.
It’s pretty clear he let this happen.

The recent Durin quest really showed off Venti’s prowess and capabilities. He’s able to be aware of the prescience of an all powerful witch group, and is able to hidden from even their eyes.
And is also aware of any schemes and plans that would cause great trouble to his city and will observe until needed.

Yeah I mean surviving archon war and winning , and one of the oldest archons after zhongli . 100 percent he willingly gave it away , maybe out of pity for signora cause of what happened with her and her lover , or he might have some deal with tsaritsa or maybe something else .

Most harbringers are powerful enough that they don't need the power boost, specially considering the harsh side effects that using them, they can just rely on their naturally earned visions if they want to use an element (some don't even have to have a vision at all to do that), and the ones that do not have a vision don't usually fight.
From a meta perspective, they probably want to make Childe stand out more as he is the only (alive) one that consistently uses a delusion, making it kinda his gimmick now other than being very combat hungry, but this is just my speculation that I made 5 minutes ago so I'm probably wrong in this front.

For Childe is not instead of, is an additional power source (+ his Foul Legacy). Kind of the same happens to Arlecchino, who seems to have innate pyro powers, a pyro vision AND a pyro delusion.
Signora does use only a Cryo delusion instead, both to fight with it and to hold back her pyro powers.
As for the others... I agree it's weird we haven't seen it explicitly. Capitano could be using a Cryo delusion, or that could just be an ability he has. Dottore and Sandrone seem to only use their inventions (Could be powered by a delusion). Columbina has innate powers. We only fight Scaramouche in his God Mech so we don't know what powers are his own and which come from the mech. And finally we haven't seen Pantalone, Pulcinella or Pierro in a fight yet.
I hope we get to explore more about delusions when we get to Snezhnaya!
