Being the best of a bunch of bad options doesn't make it good. Even in a flins team which is the best case scenario for her weapon, you're looking at around a 14% team dps increase. By modern r1 standards, that's not very impressive. Compare that to something like mualani, mavuika, skirk, or nefer sig (which are all in the 20-30% range). The problem with ineffa sig is that you're faced with 2 situations:
1) Your team is mostly LC damage (e.g. flins). In a team like this, you are already very saturated on LC damage buffs, and so getting another 40% becomes closer to 10% in terms of an actual increase.
2) Your team is not mostly LC damage. Now your buffs will be less saturated, but in exchange the sig isn't buffing most of the damage in the team, so it's again not doing that much for the performance.
As for columbina sig, yes you can get her at r1 to match flins or nefer, but you're using an extra cost on that team (you need r1 bina, lauma, AND ineffa which is 4 cost vs bina + flins/nefer and their associated support which is only 3 cost). If you give an extra cost to nefer or flins then they pull back ahead. Besides, I already said in my comment that columbina's is good if you're playing her as an on field dps.

The focal point of ineffa team being the best team dps increase is because of the team having damage split over multiple sources. Since both flins and ineffa are doing about same damage and columbina also doing a lot of damage, the weapon that will buff the whole team pulls ahead of a strong con like flins C1 which is crazy good.
Still being the focal dps increase of one of the best team in game is always gonna be worth it.

Ifa C2 is what you really want from him on his teams, but his C6 makes him a viable anemo DPS funny enough. If you don't have any of the current anemo DPS, you can build him one. For his LCh teams, he's an upgrade from Sucrose.
C6 Sethos is a good con, allows him to sneak in an extra CA for either playstyle. Still more on the side of the better 4 star DPS, but I haven't seen calcs with him for recent supports yet (Ineffa and Lauma), so I can't fully say how good he is. Probably not far off from Clorinde.
Edit: I forgot C6 Ifa also increases his healing output, making him for viable for sustain/Furina comps without the need for PA.

Wanderer is pretty mid, and he's heavily reliant on his supports despite being a main DPS. Meaning, his output isn't going to be the strongest without C6 Faruzan, and some comps actually prefer him to be a VV driver. He should be around Ifa level or better, it depends on the team comps and also matchups (Ifa being element based means pyro infused enemies suck ass for him, but EC/LCh content he thrives better).
There is a calc with C2 Ifa hitting 106k, C6 doing +6k. This was with Columbina (PA - new set) - Ineffa (Ballad R1 - new set) - C6 Ororon (Alley Hunter - SMS). In comparison to others by the same TCer (TCs have different assumptions, keep that in mind when comparing calcs), Flins is at 152k, Navia and Itto hitting 101k and 89k, respectively. Take that as you will.
I haven't seen much about Xiao, but I'd imagine him being either on par or better as his Faruzan - CR - Furina team was already better than Wanderer. Though, I can't say much about modern supports as Ineffa - Columbina are a very good duo, and Xiao being a burst support is still a notable disadvantage (especially with SO).

You're not cursed, it's a deliberate calculation on Hoyo's part. The dislike for this 4-star lineup is pretty universal. They know they can "get away with it" because of the universal appeal of the 5-stars. People WILL pull for Columbina (and Ineffa is very versatile) despite the trash 4-stars lineup.

Awful 4* character banner. I might just try my luck with 20 pulls or something and be done with it. If not, I’ll skip Columbina entirely and hope her rerun will be a better banner.

Sadly knowing my luck, he'll likely rerun during banners that I like to skip.
There are also a lot of new-ish players. (Like me, I've been playing since the middle of 2023 and I've been getting by with C0 Fischl for almost that whole time). Needless to say, I'm thrilled she's on the banner.
With just R1 on bina she can match flins and nefer's dps on her on field team.
So if you want to play NK without flins or nefer you can just go R1 and on field bina
Being the best of a bunch of bad options doesn't make it good. Even in a flins team which is the best case scenario for her weapon, you're looking at around a 14% team dps increase. By modern r1 standards, that's not very impressive. Compare that to something like mualani, mavuika, skirk, or nefer sig (which are all in the 20-30% range). The problem with ineffa sig is that you're faced with 2 situations:
1) Your team is mostly LC damage (e.g. flins). In a team like this, you are already very saturated on LC damage buffs, and so getting another 40% becomes closer to 10% in terms of an actual increase.
2) Your team is not mostly LC damage. Now your buffs will be less saturated, but in exchange the sig isn't buffing most of the damage in the team, so it's again not doing that much for the performance.
As for columbina sig, yes you can get her at r1 to match flins or nefer, but you're using an extra cost on that team (you need r1 bina, lauma, AND ineffa which is 4 cost vs bina + flins/nefer and their associated support which is only 3 cost). If you give an extra cost to nefer or flins then they pull back ahead. Besides, I already said in my comment that columbina's is good if you're playing her as an on field dps.
Still being the focal dps increase of one of the best team in game is always gonna be worth it.

Deathmatch’s low base attack holds it back (it’s better on carries because of Iansan and Bennett who give flat attack buffs).
The oversaturation of lunar dmg% and lack of crit holds shovel back.

C6 Sethos is a good con, allows him to sneak in an extra CA for either playstyle. Still more on the side of the better 4 star DPS, but I haven't seen calcs with him for recent supports yet (Ineffa and Lauma), so I can't fully say how good he is. Probably not far off from Clorinde.
Edit: I forgot C6 Ifa also increases his healing output, making him for viable for sustain/Furina comps without the need for PA.
There is a calc with C2 Ifa hitting 106k, C6 doing +6k. This was with Columbina (PA - new set) - Ineffa (Ballad R1 - new set) - C6 Ororon (Alley Hunter - SMS). In comparison to others by the same TCer (TCs have different assumptions, keep that in mind when comparing calcs), Flins is at 152k, Navia and Itto hitting 101k and 89k, respectively. Take that as you will.
I haven't seen much about Xiao, but I'd imagine him being either on par or better as his Faruzan - CR - Furina team was already better than Wanderer. Though, I can't say much about modern supports as Ineffa - Columbina are a very good duo, and Xiao being a burst support is still a notable disadvantage (especially with SO).

You could be fine with Columbina + Aino (for Ascendent Gleam) on the same team to buff two Non-Nod Krai characters.
But if you don't have that, the nodkrai craftable spear also does the job. Or missive windspear if you were around during the event.
Ayaka, Furina, Chasca, and Chasca have their respective R1.
Nahida has Kagura's Verity cuz I lost on polar star.
This is the first banner where I kinda want both weapons but maaaaaaaaaan those 4 stars...
