who to prioritise building?
i returned to genshin after a break and i feel very behind lol, i don’t have many characters and am quite picky about who i want to spend my resources on, but i’ve realised that in order to do much you need good
supports, though i also feel like my dps characters need improvement, i made a list of characters i have & think will be good to have built, i just need help prioritising who to build first, etc.

(i have saved up for columbina c2r1 & hopefully c0r1 ineffa)
i also do like lanyan & lynette a lot, though i’ve heard they’re not the best to waste resources on as they don’t have many synergies and those they do have synergies with usually have other characters that are better to use than them.

If you happen to get both Bina and Ineffa, you can make a lunar charged team with them with Fischl/Ororon and Sucrose.
Since you are pulling for both bina and ineffa, you basically getting a wheelchair comp.
In terms of priorities, build bineffa first then if you get good enough artifacts for them focus back on arle and her team.
Up to you if you'd prefer to play Vape (Bennett, Xingqiu, Lanyan) or Overload (Bennett, Chevreuse, Fischl), but for the supports it's mostly about energy. In that respect I'd say the 2nd team is a lot easier to put together, with triple Pyro and Fischl for Bennett's ER needs (Arle and Chev don't need ER), so just focus on HP stats for Chev, ER for Bennett, and damage stats for Fischl. First team both Bennett and Xingqiu have pretty high ER needs, and Lanyan needs to be on VV set.
Overall the Vape team is harder to execute well whereas Overload is just Random BS go. But also Overload has no defense, whereas Vape has a strong shield and damage reduction. So if you're still getting back into it and getting hit/dying a lot, maybe Vape is better for safety.
My advice (very subjective) for Arlecchino is to check if you have a good 4pc gladiator lying around. Chances are that you'll transition to her whimsy set (or! I've seen with Ineffa + Aino that she can have 4pc of the 1st Nod Krai dps artifact, but it looks doubtful you'll have those lying around anyway). Is Arlecchino a character you would like to play as well, or is it an accident five star you got? (My Arlecchino had 4pc whimsy and I cried when my 4pc gladiator was doing so much more dmg. I FARMED WHIMSY FOR SO LONG TOO T\_T So maybe your poorly built can be easily remedied.)
Bennett is nice to build. I think it's more of a priority to have him hold a good weapon and to have levelled his burst talent--the 4pc noblesse won't need as much investment as the artifact set you'd give to Arlecchino, for example. Bennett will likely help your Arlecchino too.
Fischl is (for me) a nice staple for the teams. Since she's an off-field electro dmg character, she can slot into enough teams, although your roster will decide if she's as worthwhile for you as for me. She works nice with Chevreuse, in any case. I'd put Fischl above Chevreuse in case of priority, although some of the teams will go hand in hand with each other.
As for Xingqiu, he's single target hydro application from off-field, vs Kokomi who can be multi-target but has her jellyfish in the circle that enemies can get out of. I think Xingqiu is nice to have levelled, for your Arlecchino and just in general. If you've levelled Xiangling, maybe you've got a 4pc emblem lying around. If not, 2pc 2pc noblesse/hydro dmg/whatever.
For Kokomi, mine mostly sees use in Nilou bloom team. I think my friend (who doesn't have Sigewinne) uses Kokomi a lot more! I think you listed her because you feel she can be used in some slots and especially if you don't have many 5 stars, it'll be nice to have more hydros invested in for Theater in my opinion.
As for your Lan Yan and Lynette comment: my friend makes use of Lan Yan a lot, so I'd say go for it. My Lynette really only sees play in Theater, but I'm glad to have her equipped well enough--off-field anemo / infused element is really handy, as well as the taunt! And before that, well, I've explored ALL of Fontaine with her in my party. With your character roster, her hold skill might be nice for overworld traversal, too!
So, what to focus on in order in my opinion:
\- see if you've got other artifacts lying around for Arlecchino to see if that makes a difference
\- see if you've got noblesse artifacts lying around for Bennett; focus on his base level, give him a sword with high base attack, level his burst. See if he makes a difference for your Arlecchino (White Tassel + Bennett is what I'm stuck with for lack of better polearms ;-;)
\- level Lan Yan for the fun of it. Lynette too. Especially with a new area showing up, it'll be fun to explore the area with them on the team!
\- Level up Xingqiu, see if you like him on the team before investing further. If you do like him, go for it.
\- Level up Fischl + Chevreuse. Invest in artifacts for Fischl, get Chevreuse to 40k hp with whatever artifacts for now
\- Level up Kokomi
With theater, my bias is that every character is worth levelling. If you disagree, then of course, skip some characters! Most of the primos per patch can be gotten with your fun overworld characters anyway, with daily commissions and exploration and events that don't require any artifact investment at all.
